Children usually don't report being abused especially if it's someone they trust and they were groomed.

When children do report, they aren't usually believed.

Most often, child sexual predators don't get caught until they've had multiple victims. If he didn't have any record of this when he came into the military, how would they catch it? That's how they get away so long.

SFC (Join to see) - maybe those in sensitive jobs, such as OSI and DI should be required to undergo annual polygraphs as a condition of keeping their job
