I am a prior service Marine who just transferred over into the Army Reserve. I got out as an E-4 with 2 years of time in grade and had two years of a break in service. I’m just trying to pick up as soon as possible and since I’m new to the Army I don’t know what I I gotta do to be promotion ready.

Make sure you have the necessary course completed to qualify and be MOSQed for your position or a position. Each RRC handles their own boards, not sure what RRC you call under, or when they hold theirs, actually for E-5 they may allow the lower battalion level to hold their own board.
