Okay Leaders I need some assistance and apologize for the length.
*Backstory*
I reported to Riley Mid October, spent most of that month in processing. Got to my unit first week of Nov, and went on paternity leave for the last 3 weeks of November. Came back first week of Dec, went on block leave for about 3 weeks into the new year.
Around this time, my unit is revving up for a year long overseas tour, which I will not be attending due to PCS to Rucker for WOFT in April.
*Issue*
I will need a COR NCOER for the "6 months" I will have been here, but I will have really only been at the Unit for about 4 months, and 3 of those months will be on Rear-D. I haven't been assigned any Additional Duties due to longevity, most of the pre-deployment stuff I either didnt attend, or was already completed. The fact is, I did absolutely nothing at this unit.
I'm working with my Rater to come up with bullets and special emphasis, but can't come up with much to write. I gave him SUPER generic single bullets for each category and told him just check "Met Standard" across the board, but he doesnt want to sign off on a "bad" ncoer.
What advice do you have for my situation?

I believe your one bullet and the met standard is appropriate since you have done very little there. Take it and drive on.

If you are going to be a Warrant Officer, none of this will matter down the road. But given what you gave us, you have extended periods of leave that would be non-rated time - you may well not have enough time in position for the Rater to be qualified to rate you.
You might need to go with a SR Option report.

He probably cares because he Is worried it will get kicked back. I’ve been out for a minute but NCOERs changed a few years ago and the comments had to be a certain way or HRC was rejecting them. You’d have to check requirements but I would have him look into requesting a non-rated memo.
