The VA is typical of any Government run agency. There is no accountability because they are playing with tax-payer money. Once you get in it's a "you wash my back-I wash yours type of thing. It might not be Screw-up, move up, but its definately screw up-move over.
If you are incompetent in one area, they retain you, keep paying you the same rate and move you.

well .... because VA is a job creation machine ... it never meant to take care the Vet ...
