Well MAJ Bryan Zeski, accidents and misadventures do occur; however, blasts in Itewon is unheard of in the ROK. This is why I asked CDR Millican whether it could be the North seeking a prey in the South. I agree with the CDR that such an attack is unlikely.

CPT Gurinder (Gene) Rana - I don't know that I'd say blasts are unheard of. Things happen all the time. When I was down at Camp Carroll, there was an oxygen tank holding facility that blew up. One by one, small oxygen tanks popped off - lasted about 20 minutes. Things happen - and the safety awareness or care of many South Koreans is minimum. We had a guy clean our building walls (25 stories) sitting on a plank of wood attached to a rope. He'd swing back and forth to cover more area with each pass. No safety gear.

Yes; this is true Bryan. Shortcuts are SOP in Asia, in general. Have you heard of the Nirav Modi and Choksi case. These two entrepreneurs scammed a national bank in India of 12,600 crore rupees in foreign exchange and now, they are on the run from authorities. An RCN has been issued against them, but I doubt they will set foot in India again. The scam was due to shortcuts taken in assuring oversight and compliance; good governance was seriously lacking.
