Is it an intelligence failure - or a failure of Congress to take appropriate action? Remember, the building and the grounds are under the authority of the legislative branch, not the executive branch, they are the only ones authorized to make decisions regarding security of the building and grounds. There are many stories regarding this that make me question if this was deliberately allowed.
Looking at everything that has come out up to this point -
1. FBI and other agencies warned that the possibility for violence by this mob was high, that there were actors and entities within the protest known for escalation and incitement.
2. Doors were opened and security officers stepped aside
3. the Security Chief, who had long before tendered his resignation, has claimed that house and senate officials, to include the SOG of the capitol building, hampered and hindered his requests for more security, and during this, his request for back-up.
4. at least 1 staff personnell has claimed that panic buttons and other security measures were disabled before the breach.
5. when the mob took down and bypassed the barriers along the perimeter of the building, token prevention measures were employed. I saw on the video's as this was happening Security officials barely doing their jobs.
So my questions regarding this are two fold - was Capitol security complicit, and actively aiding this?
were elected officials engaged in allowing this?
We will never know the answers to these questions, because the implications of them would throw everything back into chaos.
One final observation regarding this - I am starting to be convinced that had this been a left leaning mob, stronger security measures would have been implemented.

Lawmakers who conspired with Capitol attackers in legal peril
If any members of Congress are proven to have colluded with the rioters, their position likely won't save them from criminal liability.
