10,000 residents flee Mosul to Qaim, western Anbar: Source

I am for pulling out all American service members/civilians/contractors, leaving all weapons and equipment behind, and airdropping $5M worth of small caliber ammo and let the Hunger Games begin...may the odds be forever in your favor!!! I am tired of hearing about our warriors losing their lives on the grounds of Iraq and Afghanistan. They need to stand on their own two feet. It is like parenting...when you baby is ready for solid food you slowly introduce then they start feeding themselves and when the are ready to walk you hold their hands until they learn balance then they are on their own. We have been there as long as my daughter has been alive (18 years) and still they aren't standing on their own. Time to cut the umbilical cord and separate from this and bring our folks back to our shores. IMHO.

Al Qaim is on the Syrian border. Last i heard it was still under ISIS control.
Now why would "residents" flee to Qaim, when it's under ISIS control....hmmmm
