The administration seems very inconsistent on when they go wherever necessary and when they can't do something because they must respect the rights of a sovereign nation. Both lines seem to be more driven by political optics rather than a coherent foreign policy or national defense strategy.

Many of us remember that after the attacks on 9/11/2001 the leader of Libya who had opposed us for so long switched to supporting us with information and access. Muammar Gaddafi was our ally until the Arab Spring supported by the current administration destabilized his government. He was captured by "freedom fighters" who turned out to be terrorists.
Later the administration arranged for arms to be transferred from aid terrorists to Syrian terrorists. That was when American ambassador Chris Stevens was killed along with three other brave Americans.
ISIL has an estimated 5,000 fighters in Libya now. They are strategically poised to impact saharan and sub-saharan Africa. Last year they attacked tourists on a beach. I expect to see much more of those types of attacks on beachgoers around the Mediterranean sea this spring and summer.
