To respond to certain specific and hard threats, there are some scenarios where an air-delivered relatively precise nuclear weapon is a preferred, more optimized choice, so having this option available in a timely fashion to the NCA seems prudent.
Over-the-horizon ballistic missiles appearing on radar screens can set off all sorts of alarm bells in Moscow and Beijing.
Concurrently, reasonable investments and improved readiness in national missile defense capabilities; as well as pragmatic improvements in the preparedness and resilience of our nation's most likely target areas are appropriate.
If considering DEFCON levels, some may look at this as improving U.S. capabilities to transition from DEFCON Five to DEFCON Four, and to provide the NCA better options.
