Still need Civil Affairs to help assist in "winning the hearts and minds" of the local populace during a conflict.

Well written and well informed! Im doubtful that the right people will read the blog, understand, and be convinced to take action on positive change (with funding).
There also has to be greater cooperation between Active/Reserve/Guard components (consistent with the Sec. Of the Army's guidance) to strengthen realistic training and establish more effective working relationships.
Some people that I've worked with in the State Department are hungry for better integration as well.

Nailed it. I personally feel CA needs to be more integrated with other agencies and share less attachment with the Army. CA could really do some amazing things that way.
