Wow! Accompanied tours to Camp Casey? When I was there, I believe there was no such thing. I wouldn't have wanted to have family there. TDC wasn't exactly a "family friendly" place.

Camp Casey was a non Cmd-Spnsrd tour around the time I was there, no maybes, the only ones who got away with having family there were Soldiers who had married locals which didn't go through the Cmd-Spnsrd route or those who paid out of pocket to fly and stay with their Soldiers which eventually got the location's BAH. I saw the Policy Letter from 2015 about Restricted Command Sponsorship, the Area 1 assigned Soldiers who had Cmd-Spnsrd dependents, they'd live/be assigned housing in Area 2 since there are no post housing in Area 1 which was the same as before. I used to do grocery half the time offpost as much as on post and I am surprised they took this long to close the Commissary in Casey.
