I think they bank on the people not having a clue what "command Influence" is, nor having the gumption to contact their representatives and kick a fuss over the double standards displayed by our distinguished representatives and officials.

I don't recall the term for it, but a good underling intuits the Commander's wishes and acts on them as direct orders. If not, you may be career limited. That, In my opinion is what is happening. Plausible deniability if things go sideways.

I think you can plug in the term "Command Influence"... You are correct and that is why they used to teach a case study in OCS of a commander who wanted an airfield on his installation. he just "mused" about it... saying how great it would be if he could land his plane closer to the office... but his subordinates took the "musings" as an order and diverted materials and labor from a construction project that had be funded by Congress. A classic Command Influence situation... And what should we anticipate with the Bo Bergdahl Courts Marshall? When POTUS is seen in the Rose Garden hugging Bergdahl's mother and Susan Rice announces that he served with distinction...

All that happened to me while in the 25th inf was command influenced because they didn't want the truth coming out of what was going on so they blamed someone else to protect a corrupt junior officer.back in 1972-1974.
