While this is horrible and expected news that ISIS would target civilians in shopping areas SFC Joe S. Davis Jr., MSM, DSL, the fact is that it occurred in the evening on a Ramadan night and it was directed against anybody who would be there.
This may help solidify the Iraqi people against ISIS. If it wakes up Iraqi's to let tem know they are not safe just sitting on the fence. They need to come out against ISIS. I expect some were warned not to go out that night. Hopefully supporters of ISIS will be rooted out and dealt with publicly.

Do as we have done in past wars, tell the residents of Raqqa that they have a limited time to leave the city and then flatten the city in response to this acknowledged attack. We have never won a war without collateral damage and that fact should be understood. Truman killed more civilians than in any war up to that time and probably ever again, but the killing stopped. This would not stop ISIL/ISIS, but it's difficult to plan and carry out attacks when your butt is getting blown off.
