This really grinds my gears. After all the money, time and effort that has been thrown at the VA they continue to fight back on the issue of privatization. The text book definition of insanity... This is not about veterans it is about Empire Building and keeping your Empire in tact. With a VA facility just 12 miles down the road from my home I chose not to go there and use my access to private health care. When I was found to have a skin cancer recently it went like this... Diagnosed on Thursday, Mohes surgery on Monday and reconstructive plastic surgery on Tuesday... all done in top of the line medical facilities with some of the best doc's in the DC area. Paid for by Medicare and Tricare without even a deductible. Now how is that not better then what vets are being offered in the VA healthcare system? I know and support the notion that specialty areas such as PTSD treatment and missing limbs are a specialty that only VA docs can address. But VA docs come from the private sector and can serve there just as well as this limp d##k system we are forcing vets to use now. Think about it...

Take his Salary and all the rest of the Admin's salary and put back into Health care and things will get fixed a lot faster...

USC 38 Title Veteran's Benefits is Congress's rules for the use of the Federal Budget that grants benefits to all veterans. The VA is only Congress's agent to provide the payout of the Budget. The payout may for compensations or services. The VA does not own benefits. A veteran only needs the VA for payout. The VA has a maximum allowable amount for medical expense payout at non-VA facilities. Ever veteran has a maximum allowable amount (MAA) for medical treatment. When the veteran uses the VA as the provider, the VA pays the MAA. When the veteran uses other providers, the veteran is responsible for the payout. For medical treatment, Congress grants two important benefits, the MAA and the exhaustion of fees. If the non-VA provider charges $100 for a service, and the MAA is $25, the other $75 is exhausted. The MAA can have multiple payers.
The better question to ask is "why do veterans pay private insurance premiums that do not include the MAA? " I am not even sure a veteran needs supplemental insurance because of the exhaustion of fees grant.
The most important business the Secretay can do is acknowledge the MAA grant applies to all veterans in all facilities.
