I'm too tight to subscribe to the WSJ, but I did notice the piece was written by our old friend Robert M Gates which throws some light on the probable content.

Neither can or should be trusted with the Office. They have BOTH shown their ineptness & dishonesty. Like in the movie "Brewster's Millions" I say vote "None of the Above".
