I have no issues with someone who wants to have the gender change surgery, but how in the world is gender dysphoria the responsibility of the VA to treat? That is an optional surgery that has no bearing on a veteran's service time and I can't see how the military can cause gender dysphoria. I know that Sgt Gus Laskaris will certainly have an opinion on this.

If an issue manifests itself while someone is serving their country, why would they not be covered? Is it any different from someone who develops a heart condition that is unrelated to their military service? If the Medical Doctors and Psychologists responsible for someones care prescribe sex-change surgery... it should be no different than when a soldiers doctors prescribe surgery to correct a congenital heart defect.
