Under Eisenhower, Secretary of Labor James P Mitchel, Republican, recognized the plight of migratory farmers. He worked towards labor organization and regulations to protect migrant workers and improve their lives. He also appointed J. Ernest Wilkins Sr. as Assistant Secretary of Labor for International Affairs in 1954, the first African-American to be appointed to the level of Assistant Secretary in American government. Representing Mitchell and the DOL, Wilkins attended Cabinet meetings--also a first for an African-American.
