We were having that problem in my county. Dummies were stealing copper wire from AmTrak! Until they started making specific marks on their wire. Now, recycling centers won't take any copper wire that looks remotely like railway conduit. Power stations should do the same just in case there is a lucky one who does get away with a significant amount of wire.
I have also heard of new housing developments getting stripped of their wiring before the walls are put up.
