It is somewhat bizarre that the Army considers mishaps fatalities are low when so many training deaths have occurred in the past year SFC Joe S. Davis Jr., MSM, DSL. They loosely defined mishaps to traffic accidents it seems.
When I visit military facilities there is always a marquees displaying how many days since traffic accident fatalities for automobiles and motorcycles.

This happens whenever there is a large de-mob. Troops who were basically sequestered in FOBs overseas are now free to do what they were doing before. When there are large scale mobilizations, mishaps and POV deaths drop. When the mobilization is over, they go back up.
