Couldn't read whole article cause of a stupid ad. So my comment is limited to the 1st paragraph. What is wrong with using US steel in any US government funded project?

Nothing is inherently wrong with it, except for when it comes to cost. Generally speaking, American products are more expensive because in the USA, employers have to provide certain things (healthcare, payroll taxes, benefits) that other countries do not require.

Usually, the government looks for the most cost-effective solutions, for whatever that is worth. So, this goes against that model by requiring certain things that end up being more expensive.

Now, what I would like to see is the result of "Buy America" as it relates to putting more money back into the economy. This may have been addressed, but like you, I could only see the first paragraph.

It is possible that by buying American, we can see a net positive effect on our economy by introducing more money into the US business scene from the government, but that is not the government's job. Especially if that government is supposed to be fiscally-conservative.

As someone whop grew up around the great lakes and was on them at an early age, the main rule when dealing with waters you do not know is to go dead slow.
