Many folks, while appearing to fend off rude interruptions, simply do not want to yield the floor to anyone but choose to drone on until they've conveyed and exhausted their talking points. I know that you have seen the type. Certainly there are many exceptions... many! But you have to learn to read people and know when a filibuster is imminent. It can be done with enough real world experience.
