It truly is a sad deal that veteran that are qualified to do medical and technical positions get the raw end of the deal.

The reason for so many FMGs in medicine is that there aren't enough Americans going into healthcare these days. That's due to extremely high costs of education, coupled with pay for doctors spiraling down, so people just can't afford it.

The ONLY way to fix it is for the Government to offer med school scholarships with a commitment for a service payback (the way it's done in the military). Add to that streamlined qualifications for military medics. A combat medic, who has done field surgery should be able to get a job better than changing bedpans in a VA hospital, as an example.
