The Army's Cyber Branch is designated 17 series, so within maneuvers. It considers the landscape to be its digital battleground. Training encompasses offensive and defensive capabilities.

Been building several new cyber units within the Air Force for over 3 years now. Yes, there is a tactical focus.

Since this was announced officially in Sept 2015, the devil has obviously been in the details. Makes sense though--The Cyber command created in 2009 to do everything probably can't focus on two completely different missions (military and intel gathering/security).

It never should have been part of NSA since the start. Although it was interesting to be there when Cyber Command stood up.
