I am not surprised that ISIS is doing its worst to cause as much terror as it can while vacationers are trying to enjoy the last month of summer CPT (Join to see). I have not been to Barcelona since 1983 when I was stationed in Germany during the Cold War.
ISIS exported agents most likely over the past 5 years at least. Their stated goals of ushering in the Muslim Caliphate seem to be motivating their sleeper cells to activate IAW whatever timeline they want to accomplish as much terror as they can.
Hopefully most sleep cell agents will be identified and neutralized as soon as possible.

Going to have to outlaw owning a vehicle? It's the same thought process as gun control. Outlaw hatchets, hammers, and so forth. If someone wants to kill and instill fear, they will find a way. Taking tools away is not the answer. I don't know what is either.
