I believe it is a personal preference. I did not list mine, but my resume is truly deep. It certainly won't hurt. If nothing else it may afford a deeper conversation in an interview. The important thing is to ensure you can accurately depict what the decoration is and its signifigance.

i think many civilians and employers understand what a "Good Conduct" medal is (especially with multiple awards). there are also Volunteer medals that don't hold a lot of weight while IN the military but say LOADS on a resume. True, the bulk IS military and only the military gives credit...but more and more employers are also veterans so you never know who will be looking at your resume, it might be an ice-breaker for an interview.
