Oh convict him, take him out back and put a bullet in him. I'm fairly sure that it's a suitable penalty.

Or put a sign on hios dumb ass and let him walk up and down the area right outside the base. I have seen many people get punished with the use of a sign w/ BIG LETTERS stating the PROBLEM.
