The problem we faced on DDG's specifically, was that they were designed to be manned with 300+ sailors. We were told to do the same job but we are only going to man you at the low 200's. Getting to "protected" sleep will only work if they man the ships at what they were designed to. Plus, they need to get rid of all of the stupid briefs and meetings that are for the most part useless to 90% of the people that are "required" to be there. Nothing like listening to the supply guy start a 45 minuted portion of the daily ops brief at 2030, when they don't stand watch... My 2 cents....

GySgt John Olson - The problem with the certification process, is that all of these ships had a bunch of certs expired or failed. I used to do these certs... There are only so many certification teams to get the work done, and the cert teams aren't 100% manned, either. When you tell the services to do more with less, then this is the consequence.
