Don't know the name or if it's still there, but there was a small place near Old Town Cleaners in San Diego that was pretty good. The best are usually small Mom n Pop joints that have been open for a few generations, and I'd guess anywhere in the SW should have the best. Some place near Carlsbad Mall had a dynamite Sunday Brunch for Mexican. They had the musicians and it was usually packed. I went to a couple of Hail & Farewells there. It was a larger restaurant.

Agree with you on the Mom & Pop places, and not just for tacos. Generally try to avoid chain restaurants like the plague. Even when traveling someone can usually point out a great local place to eat.
