I went to CHENG school with the CO. Sad news. It really seems like the Navy is looking for scapegoats, instead of addressing the root problems (manning and training).

when people stop caring, crap seems to go downhill. morale is essential to good order and discipline.

It's always been normal routine to fire the leadership of a ship if things like this happens to the ship. Even failing inspection of the ship results in the remove of the leadership. I don't think it has anything to do with training, considering how much the Navy is dead set on qualifications and PQS, but more to do with disgruntle sailor who lost their motivation due to their animosity for their chain of command.
