Sexual orientation is a personal/private choice. The government should not be involved at all. Forcing someone to accept something, regardless of motive, will always create resistance.

Option 1. If Mz. Martinez truly identifies as a woman, then ze should be attracted to men (unless ze is asexual and doesn't want sex at all)? But Mr. Martinez sexually molests a child so we know that ze isn't asexual, and we know that ze is a pedophile. In targeting a female child, Mz. Martinez now identifies as a man, who identifies as a woman, who is a attracted to other women (a lesbian or bi-sexual?), which in turn makes ze a man that is a pedophile?
Option 2. Mr. Martinez is a pedophile and a criminal mastermind who concocted the whole trans persona in order to make it convenient to dress like a woman in order to more easily target young girls.
Option 3. Mz. Martinez has a head full of snakes and is crazy as a box of bedbugs. Ze doesn't know if ze is a man, or a woman, or a ferret, and sees no problems in sexually assaulting a 10 year old.
Occam's Razor. I'm going with the Option 3. Mz. Martinez is moon bat crazy and is an imminent threat to society. Ze should either be locked away forever, or turned over to the mother and father of his victim for a private justice session.
