Plan to divide California into 3 parts clears first hurdle

Here we go again. In this plan, each of the three new states would be dominated by a major metropolitan area - San Francisco, Los Angeles, and San Diego - which would insure that all three would have predominantly Democratic majorities. Thus, the US Senate would gain four new Senate seats, each filled by a Democrat. You have to give them credit. The Democrats sure know how to game the system.
