Well, last time I checked, you had to "work" for that candy by going house to house in a costume. The more houses you went to the more candy you got. Hell, I would ride my bike around, and look at all the houses (for decorations) and would figure out the optimal route to get the most candy within the allotted time.
Also, it looks more like he's trolling people on twitter... and they are biting.
