Because of the astronomical price to build them, which is filtered out of the variable cost rates. Give it some more time and it may be economical.

The lifecycle cost per megawatt of electricity is still much higher than natural gas or conventional coal, if the stats factors the cost of construction. Most of the pro/wind solar remove the installation, purchase, and construction costs from their stats to improve their numbers. The newer towers are about 3 times cheaper ($ per Mega Watt) than the old ones, but wind power is still more destructive to the economy than coal.

There are thousands of windmills near my home and about 10% of them are broken needing $$$ to repair. Since they don't pay for their own maintenance at the cost of nuclear/hydro/coal electricity they can't get the $$$ to fix them. (and the wind is always blowing here)
