Don't know all of the facts, but with statements from the victim four bystanders that intervened, why did it take from 26 Feb to 6 Nov to issue an arrest warran?

Also, while Sgt Schumi's story is very bad, I found the case of Sgt Kunishige further down in the article to be even more horrific.
