I was figuring 25-30%; turns out it was 24% for fingerprint cards and 31% for convictions for 2015-2016.

"Serious deficiencies"? More like serious oversight. Or lack of accountability.

Not exactly breaking. Both the Army and Air Force COS (at least) said disqualifying factors and records weren't sent in.
