Once they have undergone enhanced interrogation, they will attempt to escape and meet with an untimely death.

I believe countries need to be less subtle about terrorism and the penalties for it. True terrorism warrants the death penalty (not someone taking a hostage purely for monetary gain, etc.). If we were to start hanging these people I believe we would see less of them, even if it is one less.
