Not sure that I agree with this action. If you are naive enough to fall for a scam, it’s on you. Nearly all scams are publicized and, unless you are incommunicado in a cave, you should be aware of them. My daughter works in a bank and tried her best to stop an elderly lady from participating in a Nigerian scam, even referred her to my SIL, who is in law enforcement. The lady with drew her money. And we are supposed to reimburse her?

In the instance you cite above, MCPO Roger Collins likely not. Even though made aware of the danger an individual chose an ill-advised course of action. But the FTC found that a legitimate corporate citizen was facilitating illegal activity - making it easier for bad people to prey on the ordinary citizen, informed or not. That is wrong. As part of the justice sought on behalf of the citizens they represent and as a deterrent to others who may think such action is acceptable, the FTC has chosen to allow the victims a venue to be partially cured for the crimes perpetrated against them. I find it a legitimate exercise of government power to reinforce a just society and a fair market.
