Paid signature gatherers are gaming the ballot. California’s bounty system must change

Here is just another reason why I hate the California referendum process. We could have had a veterans cemetery up and running in record time, but for shenanigans like this. Yes, we have a right to petition the government for redress of grievances, but perverting the process like this is inexcusable
