What would the person that wrote the Sanctuary City law in 1991 think about the amendment in 2016 to add felons ?

Sounds like those dangerous felons are giving up some big-time goodies for some politicians (i.e. murder for hire, human and drug trafficking, burglarly, and who knows what else)
