The title isn't really what the Per Curiam ruling says, which tells us one thing, the ACLU has an anti-cop agenda and is attempting to emotionally charge their readers using sotamayor's dissenting opinion. The woman who was shot was brandishing a knife, was not following orders to drop the weapon and was shot by an officer who believed another woman in the yard was in mortal danger.
