Really the local police commander was happy that ISIS was gone so the Taliban could come back? WTH?

I am positive the lack of support of the local Afghans contributed to the demise of ISIS forces.

The district's local police commander, Sakhi, said the operations against ISIS in the region now means that locals -- including the Taliban -- can return.
