Who comes up with these ideas? When I was operations officer at a Strategic Communications Center, we had a mixed complement of civilians and military personnel. The civilians were placed in charge so that they could have a career path anchored at higher pay levels. After I took over, I convinced my "bosses" that wasn't such a good idea. After all, I argued, if the Soviets land on Waikiki, the civilians are going to head home while the military runs the facility. Thus, military personnel should be in charge. They agreed and I made the change. Now I look around and find private security personnel guarding bases, civilians run mess halls, etc. etc. etc. My argument remains the same. Who is going to do these important jobs when the civilians head home? Now add the complication of having civilians who can't perform the duties they were hired to do...

CPT Jack Durish I mean, I understand there is a manning shortage. But Al Asad is the 2nd largest air base there. I think that pre-empts any need for civilian contractors and all security should be military personnel simply based on sensitivity of what is, most likely, on the base.

The GAO (Govt Accountability Office) is fighting against these “sole-sourced” contracts as we speak. A law in the 80’s basically banned non-military personnel working security details on military installations. But that law was temporarily lifted in 2003 for logistical purposes as Captain Prickett explained. I’m not sure if the temp lift has a shelf life. I hope so. I very much disagree with our ABD policies atm. Extremely irresponsible.

To do ABD correctly, you would need about 3,000 SF personnel for a small airbase, and that doesn't include any flight line security. Part of the problem is that each of the major commands has a different view of ABD, and the only one that makes much sense was the ACC view (the former TAC). Of course, I've also been out since 1999, so I'm sure that it's changed.

MSgt (Join to see) damn straight. I mean, that's what we specialize in, right? Ever since Korea & Vietnam.
I also love how, in these settlements, the companies at fault are never forced to say they screwed the pooch.
