If our troops over in Iraq are coming under any type of direct attack from the enemy, I just hope they are able to respond with appropriate action. Otherwise it's like a boxer with his hands tied behind his back...just keeps taking punches and trying to dodge around, because he can't throw punches back.

IF? When have are troops not been forced to fight with one hand tied behind their back? The real question is, IF the dogs of war are loosed upon the enemy, WHEN will our own civilian 'leaders' start putting requirements on our own soldiers? Actually, as I think about this, IF we had not restrained our troops in the past we would not be in this current situation. Sending our warriors to a war zone but not letting them fight…except in self-defenses…is not a wise policy.

IF we are insisting 'U.S. troops will not participate in combat in Iraq against the Islamic State (IS) group' then they should not be in the region.

I might be willing to consider Special Operations forces who were developed to train forces in these environments but not CAV troops. The eyes of the one trooper in the picture says it all.
