I don't have a dog in the fight any more, but taking out the Transportation office out of the loop to act on behalf of the Soldier would leave the Soldier at the mercy of the mover.
My reasoning: Transportation arranged my pick up of HHG for a PCS move. Near the end of the day, I checked on the guy packing up my storage shed because he seemed to be taking an extremely long period of time. I walked in on him flipping through a large stack of personal photos. None of the Jeff Bezos kind, but I found it extremely invasive, and creepy as H#!!.
I told all of them to stop working and standby on the sidewalk.
I called the Transportation office, explained what happened, and told them I wanted a new crew. The guy at the Transportation office was as livid as I was.
The company sent a new crew within the hour.
I doubt a moving company would be as responsive to a service member, or their family member. I understand one creepy incident doesn't mean they're all like that, but I appreciated the middle man.
As a side note, nobody in the states took the level of care with my stuff as the German movers did. EVERYTHING was wrapped. May have been doing it to over bill, but I had zero damages.

Kind of my thinking as well, absolutely nothing to hold a privatized system to task. I think of a story that has been in the local news concerning privatized base housing maintenance. AD family had to move out due to mold in base housing but private company that maintains housing says there is no continuing mold issue.

As a transporter I can see both sides of this. If they let you pick your mover and you don't have to go with the low bid it could work.
