‘Deploy or get out’ policy may not have forced out any troops at all

So two things about this:
Mattis isn't the Defense Secretary any more, It makes sense to stand by on execution so the new one can make new policy or keep this one as he sees fit.
Second, the Army isn't even close to meeting end strength goals. Do you really throw all these troops out, or redouble efforts to get them green again? I think we know the answer to that.
Ultimately, the goal was to get people green, and for the ones who will never be green again, expedite their path to civilian.
That doesn't make it a bad policy. On the contrary, there were entirely too many NDPs in the ranks.
