"But the driver of the last vehicle "underestimated" the braking distance needed to stop safely and slammed into the truck in front" Hmmm. While possible, I think that as an operator licensed on that vehicle, the driver should have known what distance is needed to properly stop. Methinks this is falling more under "inattentive driving."

I wonder if the drivers were told the minimum distance between vehicles and maximum speed to catch up.

I was working with a large NG unit going to AT. I saw several chocks of vehicles, so I asked the Convoy Commander what the order of march was. He had no plan for the order of march, so I helped him out. I was very upset with the officers as they drove their POVs to AT.
