This is completely opposite of my department. They would take a citizens complaint and automatically blame us without giving us an opportunity to explain what happened.
Sometimes the officer blamed was not even on duty at the time.

The only way this can be fixed is an outside source to hear complaints. The relationship between fellow officers is such that any suggestion that a fellow officer is not above reproach is an affront to the officer taking the report. They simply do not want to hear anything that might shame the department or fellow officers. Many cannot even maintain their professionalism long enough to take the report much less investigate the claims dispassionately.
