I saw General Barry McCaffrey on TV who said that pardoning military criminals sets a bad precedence.

LTC David Brown - what SGT (Join to see) said is correct. Accepting a pardon is considered to be admitting guilt, according to SCOTUS. See Burdick v. United States, 236 U.S. 79 (1915) ("[A pardon] carries an imputation of guilt; acceptance a confession of it." at 94). Burdick did not accept the pardon because he maintained he was innocent.
