My concern is the technology is ever evolving and what will it do to production especially during the time of a large conventional war.

What's your definition of a large conventional war? Technically we've been engaged in that for over a decade and producing necessary items. Key in my mind is that military isn't pushing technology these days, the civilian economy is doing that task.
