More BS.... they make it very difficult with all the restrictions...They always do... The Choice program was a failure.... The keywords are always eligible veterans ,certain conditions at certain times. Attorneys write these laws and regulations..... When I 1st started going to the VA in 1977...I was promised lifetime medical care... now they have CO pays ...mean tests for most Vets..and they bill my insurance and I am well over a 100%.
